Abstract

No matter what has been done to strengthen the Economic and Monetary Union (EMU), it still remains incomplete, and this is one of the main reasons for the insufficient economic performance of the eurozone in recent years. There are still different views on how to bridge this gap, but there are also political and economic proposals and ideas for completing the EMU. The paper discusses the ideas presented in the new European Commission (EC) document in order to re-launch the debate on how to move forward, but with a focus on one hand to bridge the differences between Member States that emphasize responsibility and risk reduction, and on the other hand, member states that demand solidarity and risk sharing.
